The British East India Company came to this country for commercial purposes and over time assumed political and administrative power. During the colonial period divisions, districts and police stations were created as administrative units. In 182, Governor General of India Warren Hastings divided the province of Bengal into 23 districts. Each district appointed a collector to hear civil cases relating to revenue collection. The Board of Directors of the British East India Company abolished the post of native dewan in 18 AD and decided to make the collector a local unit. Directs the Supreme Council to do so. েIn response to this order, Macpherson divided the province of Bengal into 36 districts in 17 AD and appointed a collector in each district. In 1893, the Collector was given the responsibility of maintaining law and order, empowering the magistrates and collecting the revenue. In 182, Sir George Campbell strengthened the powers of the District Magistrate. At this time he was made the chief executive and administrator at the district level by empowering the district magistrate and collector to supervise the work of other divisional offices at the district level. In 1930, the Simon Commission stated that the Collector would be the head of the Deputy Commissioner, over the Superintendent of Police and the heads of other technical departments. Since the formation of Pakistan in 1947, the whole country has been transformed into an administrative unit at the divisional, district and sub-divisional and thana level. At this time the deputy commissioner emerged as a strong unit. Collector / District Magistrate / Deputy Commissioner has been playing a supervisory and coordinating role in the district as the Chief Executive of the district. After independence, Bangladesh division, district, subdivision and thana remained as administrative unit and deputy commissioner emerged as a strong unit. As the focal point of the district administration, the district magistrate / collector / deputy commissioner coordinates inter-departmental work including district revenue collection, overall responsibility of law and order and criminal justice administration. At present, the Deputy Commissioner is revered as an institution in general, revenue administration, criminal justice administration, law and order, development administration as well as coordination of inter-departmental work at the district level. Upazila is a strong unit in a four-tiered administrative structure.

At present the office of the Upazila Nirbahi Officer, Kamarkhand, is an office under the control of the Deputy Commissioner under the Ministry of Public Administration, Sirajganj. The deputy commissioner controls this office within the district. The Upazila Nirbahi Officer appointed through the Public Service Commission is the head of the department. A chief executive office at the upazila level in field administration. The activities of this office include all administrative activities of field administration, law and order and magisterial responsibilities, conducting public examinations, implementation of development projects, monitoring and supervision, issuance of hat-bazaar leases, implementation of relief activities, implementation and supervision of land administration activities. He coordinated the activities of all the departments at the upazila level including the secretarial responsibilities of the Upazila Parishad and implemented various programs announced by the government. The Upazila Nirbahi Officer acted as the guarantor of the central government at the field level.
